काठमाडौं- गण्डकी प्रदेशका मुख्यमन्त्री पृथ्वीसुब्बा गुरुङले विश्वासको मत पाउने सम्भावना क्षीण बनेको छ। राष्ट्रिय जनमोर्चाका सांसद कृष्ण थापालाई पार्टीले कारबाही गरी सांसदबाट हटाएसँगै संसद्को अंकगणित गुरुङको पक्षमा नदेखिएको हो।
संसद्मा बहुमत पुर्याउने संख्या परिवर्तन हुँदा विपक्षमा मत बढी खस्ने देखिएको छ। गुरुङ संविधानको धारा १६८ (३) अनुसार मुख्यमन्त्री कायम छन्। वैशाख २९ मा उनले ठूलो दलको आधारमा मुख्यमन्त्रीमा पुनः शपथ लिएका हुन्। बहुमतको सरकार बनाउने आधार विपक्ष दलको नभएसँगै ठूलो दलका आधारमा उनी मुख्यमन्त्री बनेका थिए। राष्ट्रिय जनमोर्चाका संसदीय दलका नेता कृष्ण थापा विपक्षी गठबन्धनको पक्षमा नदेखिएपछि गुरुङलाई मुख्यमन्त्री बन्ने बाटो खुलेको थियो। वैशाख २९ मा ठूलो दलका आधारमा मुख्यमन्त्री बनेका गुरुङले जेठ २९ अघि विश्वासको मत लिनुपर्नेछ।
प्रदेश सभामा एमालेका २७ सांसद छन्। कांग्रेसका १५, माओवादी केन्द्रका १२ (सभामुखसहित), जनता समाजवादीका दुई र जनमोर्चाका दुई (थापालाई कारबाही पछि) र स्वतन्त्र एक सांसद छन्। ६० प्रदेश सभा सदस्यबाट १ सांसद घटेसँगै कुल सांसद संख्या ५९ पुगेको छ। अब विश्वासको मतका लागि गुरुङले ३० मत ल्याउनुपर्दछ। उनको पक्षमा एमालेका २७ र स्वतन्त्र एक सांसदको मात्रै मत आउने देखिन्छ। विश्वासको मत पुग्ने आधार नभएपनि गुरुङले संसद् फेस गर्ने बताइएको छ। यसअघि विपक्षी दलको पक्षमा बहुमत पुर्याउन ३१ जना नपुग्दा नयाँ सरकार बन्न सकेको थिएन। थापा कारबाहीमा पर्दा बहुमत पुग्ने संख्या ३० मा झरेको छ। विपक्षी दलसँग ३० सांसद छन्। गुरुङले विश्वासको मत नपाए वैकल्पिक सरकार बनाउनका लागि संविधानको धारा १६८ को उपधारा ५ आकर्षित हुन्छ। त्यसअनुसार संसद्को कुनै सदस्यले विश्वासको मत प्राप्त गर्नसक्ने आधार भएमा प्रदेश प्रमुखले मुख्यमन्त्री बनाउने व्यवस्था छ। कांग्रेस संसदीय दलका नेता कृष्णचन्द्र नेपाली पोखरेललाई मुख्यमन्त्रीमा प्रस्ताव गरेका विपक्षी दलले उनलाई समर्थन रहेको दाबी पेश गर्ने बाटो फेरि खुल्नेछ। कांग्रेस, माओवादी केन्द्र, जसपा र जनमोर्चा सबै सांसदको समर्थन पोखरेललाई देखियो भने नयाँ सरकार बन्छ।
